Short explanation
Due to an access control flaw in Gitea, personal access tokens with public-only restrictions issued by site administrators were not properly enforced on admin API routes. This allowed unauthorized actions such as listing private organizations, viewing user email addresses, and creating new site administrator accounts.
Newly created site administrator accounts persist even after the corresponding token is revoked. This vulnerability poses a severe security risk by allowing attackers to maintain persistent privileged access.
What should be done?
- Update Gitea following the vendor advisory
- Review vendor advisory and available patch references
Chain of evidence and sources
/api/v1/admin rota grubu, kişisel erişim belirteçlerinin public-only kısıtlamasını zorunlu kılmıyordu.
Yaratılan yeni site yöneticisi hesapları, belirteç iptal edildikten sonra bile kalıcılığını korumaktadır.
Gitea için 4 doğrulanmış yama veya düzeltilmiş sürüm kanıtı mevcuttur.
Show the technical text from the sources
The `/api/v1/admin` route group did not enforce the `public-only` restriction of personal access tokens. A public-only token with admin scope issued by a site administrator could therefore list private organizations and the email addresses of all users, create organizations, obtain runner registration tokens and create new site administrator accounts, the last of which persists after the token is revoked. Tokens of users who are not site administrators cannot reach these routes; public-only tokens are now rejected on the admin API.
